Phil was born in 1961 and raised in South Jersey, graduated from high school in 1979 and completed a Bachelor of Science in Pastoral Theology in 1987. He was married in 1986. He is the proud father of five children and grandfather to fourteen. His pastoral ministry began as an Assistant Pastor at the Bible Baptist Church in St. Charles, Missouri from 1990 to 1992. In 1992, he became Senior Pastor of Union Baptist Church in Union, Missouri, where he continues to serve.
